[學(xué)校地震應(yīng)急疏散演練報(bào)道]學(xué)校地震疏散演練前動(dòng)員講話稿
老師們，同學(xué)們：大家早上好！近年來(lái)，我校十分重視安全教育，每學(xué)期都要舉行緊急疏散演練及自護(hù)自救等安全知識(shí)的培訓(xùn)。特別是“5·12”汶川大地震后，我們更是十分重視。胡錦濤總書(shū)記在四川大地震后曾指出“將災(zāi)害預(yù)防等科學(xué)知識(shí)納入國(guó)民教育”。國(guó)家教育部、建設(shè)部等部門(mén)也先后多次下發(fā)文件，要求各地各校要切實(shí)加強(qiáng)防震減災(zāi)宣傳教育和應(yīng)急演練。為貫徹落實(shí)防震減災(zāi)宣傳教育和應(yīng)急演練的精神，本學(xué)期我們學(xué)校的緊急疏散演練活動(dòng)將于本周二上午9：58分正式舉行。而這次疏散演練將是我們學(xué)校歷史上到目前為止人數(shù)最多的一次，演練方式也由原來(lái)的宿舍疏散演練改為教學(xué)過(guò)程中的教學(xué)樓的疏散演練。為切實(shí)組織好此次演練活動(dòng)，今天我利用國(guó)旗下講話這段時(shí)間，給大家進(jìn)行演練前的動(dòng)員同時(shí)講一下疏散演練的意義及有關(guān)注意事項(xiàng)和要求，以引起大家的足夠重視：
一、疏散演練的意義
大家知道，自然災(zāi)害的發(fā)生是人類(lèi)無(wú)法抗拒的，但是人們可以通過(guò)有效的措施把自然災(zāi)害造成的損失降到最低限度。去年“5·12”汶川8級(jí)大地震時(shí)，四川安縣桑棗中學(xué)緊臨著震災(zāi)最為慘烈的北川，卻在這場(chǎng)舉世震驚的特大地震中，學(xué)生無(wú)一傷亡，老師無(wú)一傷亡，而該校的校長(zhǎng)葉志平也被網(wǎng)友親切地稱(chēng)為史上最“牛”的校長(zhǎng)。因?yàn)樵撔?005年開(kāi)始，在這位校長(zhǎng)的要求下每學(xué)期都要在全校組織一次緊急疏散演練。由于平時(shí)多次演練，地震來(lái)時(shí)全校2200多名學(xué)生，上百名老師，僅用1分36秒的時(shí)間從不同的教學(xué)樓和不同的教室中全部沖到操場(chǎng)上。要知道，該校每個(gè)教學(xué)樓內(nèi)的學(xué)生都非常多，人員密集，學(xué)生數(shù)最多的班級(jí)有80多名，能做到安全、快速的疏散很不容易。桑棗中學(xué)抗震救災(zāi)的經(jīng)驗(yàn)告訴我們，平時(shí)重演練，震時(shí)無(wú)傷亡。因此，開(kāi)展防災(zāi)減災(zāi)宣傳教育和應(yīng)急演練，不斷提高師生應(yīng)對(duì)突發(fā)自然災(zāi)害的能力，減少各種自然災(zāi)害造成的傷亡和損失，具有重要意義。
同學(xué)們，在校園中，需要緊急疏散的機(jī)率并不大，但我們必須“居安思?！?，做好準(zhǔn)備，減少同學(xué)受傷的機(jī)會(huì)。同學(xué)們時(shí)刻要有安全意識(shí)，了解發(fā)生緊急情況時(shí)如何應(yīng)變及緊急疏散的程序。通過(guò)這次演練，希望同學(xué)們能學(xué)習(xí)和掌握逃生自救知識(shí)，熟悉逃生疏散路線，增強(qiáng)安全自救意識(shí)。同時(shí)，利用這次演練的機(jī)會(huì)，也是在全體同學(xué)們之間開(kāi)展的一次綜合實(shí)踐活動(dòng)，通過(guò)活動(dòng)，來(lái)展示各系、各班同學(xué)們的組織能力、紀(jì)律觀念和團(tuán)結(jié)合作意識(shí)，很有必要，也很有意義。
二、疏散程序：
1、12月29日（周二）上午9：50分，學(xué)校廣播中將提醒各班學(xué)生和班主任迅速回到教室準(zhǔn)備進(jìn)行疏散演練，9：58分學(xué)校廣播里將連續(xù)三次發(fā)出“老師們、同學(xué)們：學(xué)校遭遇突發(fā)事件，請(qǐng)廣大師生馬上有序緊急疏散”的語(yǔ)音提示。然后廣播播放防控警報(bào)，大家聽(tīng)到防空警報(bào)信號(hào)后，班主任迅速組織學(xué)生打開(kāi)前后教室門(mén)，切斷電路，指揮學(xué)生開(kāi)始按預(yù)案規(guī)定的線路進(jìn)行有序撤離，并服從各撤離路線上引導(dǎo)老師和保安的指揮。記住所有的引導(dǎo)老師必須在學(xué)生全部撤離后方能離開(kāi)危險(xiǎn)區(qū)。
2、各系疏散到集合地后，請(qǐng)各系及時(shí)整隊(duì)，清點(diǎn)疏散學(xué)生人數(shù)并及時(shí)報(bào)學(xué)校安保處陸新寶老師處。各系部同時(shí)要安排人員檢查有無(wú)遺留或受傷學(xué)生等情況。
3、最后各系組織好學(xué)生，就地聆聽(tīng)此次疏散總指揮，學(xué)校法人代表梁國(guó)忠校長(zhǎng)就疏散演練情況進(jìn)行講評(píng)。
三、演練前工作要求及注意事項(xiàng)：
1、由于目前參加疏散演練的老師和學(xué)生人數(shù)三千多人，人數(shù)多，潛在的危險(xiǎn)性大，如果組織不到位，將會(huì)導(dǎo)致不可預(yù)知的危險(xiǎn)后果，所以各部門(mén)要引起高度重視，要事先召開(kāi)部門(mén)工作會(huì)議，詳細(xì)部署和安排演練時(shí)的各項(xiàng)具體工作，要和老師，和同學(xué)們強(qiáng)調(diào)演練時(shí)的具體要求和注意事項(xiàng)，疏散線路和注意事項(xiàng)要讓每個(gè)老師和學(xué)生事先爛熟于心。通過(guò)周密的安排和不知使廣大師生知道學(xué)校一旦發(fā)生應(yīng)急突發(fā)事件時(shí)，如何進(jìn)行安全撤離，并進(jìn)行自救互救。疏散時(shí)同學(xué)們要按規(guī)定的線路進(jìn)行安全疏散。疏散下樓時(shí)，同學(xué)們要靠樓梯左右兩側(cè)有序下樓，各路口和樓梯口，我們都安排了引導(dǎo)老師，請(qǐng)大家在疏散時(shí)能聽(tīng)從指揮，迅速到指定區(qū)域集合。各班級(jí)疏散方向和出口請(qǐng)各系部老師和班主任事先要爛熟于心。
2、各系部在學(xué)校疏散演練方案的總體要求的基礎(chǔ)上，制定適合本部門(mén)特點(diǎn)的疏散演練的分方案，各教學(xué)、實(shí)訓(xùn)樓樓道、樓梯方向、出口位置、樓梯口等具體位置要安排人員疏散時(shí)進(jìn)行引導(dǎo)，部門(mén)每個(gè)人員，特別是系部領(lǐng)導(dǎo)要對(duì)整個(gè)疏散做到心中有底、萬(wàn)無(wú)一失，確保全校統(tǒng)一演練任務(wù)的圓滿完成。
3、各系根據(jù)所在教學(xué)樓教室、實(shí)訓(xùn)樓教室、實(shí)訓(xùn)室等各樓道、各樓梯口、都有老師現(xiàn)場(chǎng)指揮引導(dǎo)，防止學(xué)生在疏散時(shí)發(fā)生擁擠、跌倒等情況出現(xiàn)，一旦出現(xiàn)此情況，各部位的引導(dǎo)員應(yīng)及時(shí)采取有效措施，警防踩踏事件的發(fā)生，疏散時(shí)班主任要在班級(jí)最后，做到不讓一個(gè)學(xué)生遺留在教室里。而同學(xué)們?cè)谑枭r(shí)不要擁擠、不能打鬧、不要相互推搡，速度保持適中，不要太快。疏散時(shí)請(qǐng)各班班主任實(shí)現(xiàn)指定一位班干部在隊(duì)伍前面帶領(lǐng)本班學(xué)生按指定的線路到達(dá)指定的集中點(diǎn)集中；
四、各部門(mén)及人員的職責(zé)：
1、安保處負(fù)責(zé)制定學(xué)校疏散演練的總體方案和現(xiàn)場(chǎng)指揮協(xié)調(diào)工作。

3、 各班班主任：負(fù)責(zé)本班的學(xué)生疏散前的思想動(dòng)員和教育，負(fù)責(zé)現(xiàn)場(chǎng)疏散的指揮，組織好本班學(xué)生安全有序的撤離危險(xiǎn)區(qū)，最后在指定地點(diǎn)集合，清點(diǎn)本班學(xué)生人數(shù)，檢查本班學(xué)生是否全部安全撤離，并上報(bào)給系部，由各系部匯總后上報(bào)安保處陸新寶處。
4、 各樓道、樓梯口、大樓門(mén)口及走道的引導(dǎo)教師：組織指揮學(xué)生按事先設(shè)計(jì)的線路安全有序進(jìn)行撤離并檢查樓面上是否有學(xué)生遺漏并撤離危險(xiǎn)區(qū)。
5、 集中安全區(qū)的老師：組織好安全逃離的學(xué)生的集合和紀(jì)律維持工作。
6、學(xué)校保安人員在道路及岔路引導(dǎo)疏散方向。
7、醫(yī)務(wù)室及學(xué)校紅十字會(huì)的人員樹(shù)起紅十字會(huì)旗幟，帶上紅十字袖套，準(zhǔn)備必要的醫(yī)療器皿，做好隨時(shí)準(zhǔn)備包扎受傷學(xué)生的各項(xiàng)準(zhǔn)備工作（具體位置在學(xué)?！坝械勒龢I(yè)”校訓(xùn)石前面）。
8、辦公室準(zhǔn)備好緊急救援的車(chē)輛。
